[Ndn-interest] Periodic sync interest

Lan,

Thanks. The idea is more clear now.
But, whenever one node sends a Sync reply, it should be delivered to all
the other nodes in the network following the PIT entries  But the Sync
interest will be pending from the adjacency nodes only, right? So, whenever
there is any change, the sync reply is sent to all neighbor/adjacency nodes
from where the interest is pending.
