[Ndn-interest] Modifiable components in Interests

SelectedDelegation is not the first modifiable field in an Interest.

InterestLifetime can be modified by a forwarder.
Nodes that forward Interests may decrease the lifetime to account for the time spent in the node before forwarding, but are not required to do so.
