[Ndn-interest] Periodic sync interest

Hello,

Can anyone please tell me whether each router sends the periodic sync
interests to all other routers in the network or only its direct neighbors?
Is it a hop by hop notification when there is any updates? Or the node
where the update occurred, floods the update to all other nodes in a data
packet?
