The official packet analyzer for NDN-TLV is ndndump <
https://github.com/named-data/ndndump>.

If you are interested in writing a Wireshark dissector for NDN-TLV, I
suggest using Lua.
A few years ago I posted an article about Lua dissectors <
http://yoursunny.com/t/2008/Wireshark-Lua-dissector/> (it's in Chinese so
you may need to use Bing Translator).
