[Mini-NDN] [EXT] Customize cache policy in mini-ndn

Hi JIACHENG

Cache policy has to be implemented in C++, compiled into NFD, and installed
in Mininet containers. Then you can select it from Python.
It's not possible to implement cache policy in Python.
