Why can’t you run all the NDN nodes in one machine using mini-ndn? That’s the typical scenario. You can emulate different networks in one machine. That’s what mini-ndn is for.

The cluster edition mentions the way to connect mini-ndn of localhost and a server, are they in the same LAN or they are in the WAN?
