Routing cost is an abstract metric. It is usually set my a routing algorithm and can take any number of factors into place. A network operator may prefer one face over another and set the costs accordingly or a routing algorithm may modify cost depending
on congestion. Routing cost itself doesn't specifically refer to any any metric.</div>
