yes you can.

We do not have a fixed agenda for each call. The posted agenda serves as reminder of issues we need to address, but each call is not limited to that.
If one has difficulties in following the conversation, that's probably not so muc due to lack of specific knowledge of NFD, but the lack of the overall NDN development.

One good way to catch up is to do one's homework, e.g. listen to all the recordings of annual NDN Community meetings, and read the NDN publications and TRs.
