I thought the old certificates were supposed to still exist and be served but we
just couldn’t create new ones.

Prefix registration won't work without certificates. My apps have been down since then.
The testbed is officially an "empty net" (as described by GQWang at NDNcomm 2017) now because nobody can publish anything other than under /ndn/multicast.
Everything would be back after NFD 0.6.0 deployment, plus whatever time app developers need to fix their apps.
