PMTU discovery cannot help in this case, because:

* Consumer and producer are not necessarily online at the same time. Data can be produced earlier, be cached, and sent to consumer later. Existing Data cannot be segmented at NDN layer because this breaks signature.
* Data delivery can be multicast, where each path has a different MTU.
