[Nfd-dev] NFD with a broadcast prefix

This behavior is by design for best-route v2.

Please execute the following:
nfdc set-strategy /ndn/broadcast /localhost/nfd/strategy/broadcast
to set broadcast strategy for your namespace.

It's intentional not to set this in default startup script, because
forwarder shouldn't understand names, and /ndn/broadcast is a policy
decision, not part of architecture.
