[Nfd-dev] Notice about library renaming

What I meant by the last paragraph was to have a more quickly changing,
less nfd related library, that IRL works with for applications that you
feel aren't a good fit for NDN-CCL and also don't need to be bound to
something that needs to evolve more slowly for nfd.


But the most important question in picking the name seems to be what also
is the goal for the library...
