There is no direct relationship.  ICARUS (if you're asking about <a href="http://icarus-sim.github.io/" target="_blank" class="">http://icarus-sim.github.io/</a>) is a python-based simulator to evaluate specifically caching performance.  ndnSIM is packet-level simulator of NDN architecture, which means higher overhead but more precise simulations: in principle, one can simulate real applications within the simulated environment.<br class="">
