[ndnSIM] Setting Link loss

Hi Ashiq,

when looking into the implementation of UpLink and FailLink, you will 
recognize that these methods use the RateErrorModel. I think it is 
easily possible to extend the LinkControlHelper with the functionallity 
you are looking for.
