[ndnSIM] Plans to rebase ndnSIM on latest ns3?

Hi,

Is there a plan to bring ns3-dev branch in named-data-ndnSIM up to
date? I think the latest ns3 is 3.27 while current ndnSIM ns3 is
3.23-dev.
While it's not causing a huge problem with NDN simulations,  we ran
into several problems trying to compare NDN scenarios with TCP/IP
scenarios.
