[ndnSIM] the meaning of the PIT straggler timer

Whem i modify the code of forwarder.cpp,  i find the setStragglerTimer(),  can you tell me the meaning and the  function of the  PIT straggler timer？ what ' s the difference between the  PIT straggler timer and unsatisfy time?
