[Ndn-interest] The Usage of ApplicaationParameters in the Interest packet

Dear All,
I'm currently studying NDN for apply if to our application which will be used on Push-style Event Delivery System.
According to the ApplicationParameters of Interest Packet NDN Spec. (http://named-data.net/doc/NDN-packet-spec/current/interest.html#applicationparameters),
- The ApplicationParameters element can carry any arbitrary data that parameterizes the request for Data. The Interest’s name MUST include a Interest parameters digest component to ensure uniqueness and integrity of the parameterized Interest (see Parameters Digest Component section for additional details)
I studied some other usages for ApplicationParameters of Interest and I found "Singed Interest and Command Interest":

My understanding for these usages are only for control and management.
My questions are:
1. What's original intension(usage) for "ApplicationParameters of Interest"? Is it limited for control and management only? There's no clear description on it.
2. Can I use "ApplicationParameters of Interest" to carry our Application's data over NDN network?
3. Can I extend Signed Interest(which will include ApplicationParameters) and use "ApplicationParameters of Singed Interest" to carry our Application's data over NDN network?
