in addition to the great NFN work, have a look at the following papers which address issues directly on ICN and edge computing:

NFaaS includes some nice hooks to resolve short-lived and mobile functions, so this might answer some of your questions. For all of the above there’s code available open source too.

The NFN forwarding engine would decide whether a computation request would be executed, which includes "newly added edge nodes".
