[Ndn-interest] Scope of Link object?

 Hi everyone,

We consider Link object as a hint to get an interest to the *place* where
the name carried in interests can be directly lookup. My question is about
the scope of this *place. *Has it been defined somewhere? Is it an ISP or a
router or something?
