[Ndn-interest] File transmission in NDN

There are several other examples on publishing and retrieving "files":

- "chunks" (ndncatchunks and ndnputchunks): a recent addition to NDN Essential Tools (https://github.com/named-data/ndn-tools <https://github.com/named-data/ndn-tools>)
- publishing with NDNFS (the most recent version of the code is here https://github.com/remap/ndnfs-port <https://github.com/remap/ndnfs-port>)
- ndnputfile and ndngetfile tools to publish/retrieve from repo (https://github.com/named-data/repo-ng/tree/master/tools <https://github.com/named-data/repo-ng/tree/master/tools>)
