[Ndn-interest] NLSR dissemination of FIB updates

It is not implemented yet.  As Junxiao mentioned, we will design an interest/data protocol to allow applications to communicate with NLSR to do this. For now, you can put the prefixes in nlsr.conf.

If I grep the NFD main directory looking for 'advertise', I find no
trace of this command, where should it be?
